Key dates for the data exchange contractualization service

Visions creates a partnership with Paris 1 Panthéon Sorbonne to begin working on a first version of a contract. The goal of this contract is to perform personal data exchanges between different organizations based on the individual’s consent.

That same year, Visions announces this project with SITRA in particular, which publishes an article that will serve as a basis for the Rulebook project.

Visions invests in the standardization and governance of data by co-founding aNewGovernance. This association aims to unite organizations around a common governance framework and a common infrastructure for the flow of personal data. In line with this, Visions launches the Skills Alliance within aNewGovernance to specifically address education and skills data exchanges. While preparing the European Skills Data Space with the 40 partnering organizations.

Continuing to mature its contractualization project, Visions joins forces with 1001lakes and the Knowledge Innovation Center to respond to the DAPSI call for projects.

This project is named “The Rulebook” and is later selected by the DAPSI to produce a service for managing and automating contracts for the exchange of skills data with the various partners of the Skills Alliance.

What is DAPSI ?

The Data Portability and Services Incubator (DAPSI) is an EU-funded project under the European Commission’s Next Generation Internet (NGI) initiative.

It aims to empower the most innovative web companies to develop human-centric solutions, while addressing the challenge of personal data portability on the Internet, as the GDPR provided for. This initiative aims to facilitate direct transmission by citizens of their data stored in one organization towards another organization.

Rulebook Data Contract Service and its participation in the DAPSI program

The Rulebook Data Contract Service was able to develop an advanced solution in the data portability field and was supported by this program in two phases.

In the first phase (start-up phase), the team developed a solution related to a specific use case during roughly 5 months. After an evaluation with a panel of qualified experts, the Rulebook team was invited to participate in the second phase (Booster phase). In this phase, our team developed new use cases for an additional 4 months, in order to get enough traction for deployment.

To create the Rulebook Data Contract Service technology, three organizations in the portability, skills, legal, and blockchain spaces came together to create a data infrastructure focused on the skills, education, and employment sectors.

As a result, it has extensive experience in higher education quality assurance, technology-enhanced learning, student services and the knowledge economy.
